they're the stuff under the filters menu in photoshop, like clouds, neon glow, etc.
You can try googling it, various gfx sites, or limewire. Other than that, you're lost bro :D

What he said... filters are good to learn the basics, but its best to move on to brushing, and effects such as Glow, Burn, Dodge, Sharpen... and thats only touching a peice of the puzzle

I use Sui's method that he told me. A black & white clouds render on the background, adjust the Hue & shit, then move onto brushing on the other layers.

That's the method I use, vash :D
For the border i add some effects, filters, blending option stuff, etc.

Yup the default filters basically suck...
There are a few interesting ones you can download though... ;)

B&W Clouds >> Diff Clouds a few times >> Brushing >> A color balance layer or two >> possibly a render >> Some text in a cool font >> Border >> Done :D
Thats your basic sig right there...

Shadowfax... just re-install CS2... the filters should be back in there...

i got my filters back now, i had CS 2 set in 16 Bit RGB, and for some reason, only a select few filters work, i switched back to 8 Bit RGB and its all good now.

Ok... glad to hear that.

This is kinda off topic... but w/e...

Now... for anyone with PS... Heres a funny little easter egg...
Go here>> http://user.fundy.net/morris/?photoshop26.shtml

That technique also works for CS2... you get the Space Monkey splash screen. :p

EDIT: Added Screenshot of Space Monkey Splash

Oh now I remember Filters. I used to use them, just use brushes.

www.good-tutorials.com and www.gamerenders.com/forum have lots of Brushes and Tutorials.

Oh for good brushes go to http://browse.deviantart.com/resources/applications/psbrushes/?view=1&order=5&limit=24
